Not written, but he has floated several exemptions in extended media interviews. Another tweak I heard him raise has to do with the idea of economic empowerment zones. These would be hard-hit areas in which something like '9-9-5' would apply. Also, on a sidenote, when you see that his plan gets savaged over the next couple weeks, you'll see what I mean, even though you still won't agree with me. I certainly don't disagree with you on the vulnerability to the attacks that are coming. Just on the essence of what makes this approach attractive in the first place. As for the very poor, I'd rather see the same rules apply, but with direct aid raised through non-tax code programs.
