Gailey's reasoning is very sound at draft time, but not so hot when you consider that Moats has played well at OLB and poorly at ILB in actual NFL games. Also, I thought that you wanted the height and long arms to set the edge in the run game, not for pass rushing? There's a good number of short pass rushers who use their low center of gravity to dip under those 6'5"+ OTs. Freeney, Mathis, & Dumervil immediately come to mind.

 

What you need to set an edge (turn the play in, contain, etc.) is somebody who is stout at the POA. Long arms, shorter arms, doesn't much matter if the can't hold their position.

 

Long arms help to keep OTs from locking up on you. A definite plus in pass rushing and ideally your DEs and OLBs that rush should have them.

 

Freeney, Mathis, and Dumervil all possess other qualities that make up for their lack of long arms. You make a great point about their low centers of gravity, which they use with great effectiveness alon with those other unique physical gifts.
