I have not seen anyone from the Bills organization, they mentioned earlier that all 32 owners are here or an individual with voting power. Does that mean Ralph is not there?

I haven't seen Ralph specifically yet. I doubt he's there, or if he is, his consigliere has voting power/POA and Ralph is just having a nice vacation!

 

Edit: If he is there, I want for him to wear his Hall of Fame jacket while making an "I was right, kiss my ass" announcement to the other 30 owners who voted for the last CBA.

i wish the bills did have an owner who would have the wherewithal to make the BILLS somewhat relevant. you watch the goings on at NFL network, ESPN, nary a mention, glimpse of anyone associated with the bills. it is sad, really.

Yep. As I said in predicting his non-involvement in the last owner's meetings several weeks ago, Ralph needs a walker just to get around. And pre-walker (for instance, his induction speech at the HOF) he was clearly showing his age.

Ralph might be at this ongoing owners meeting but I'd be shocked if he was… taking into account the clear, visual evidence we have of his physical and mental state.
