A $70 million project grows to $700 million, and no government worker, government contractor, or politician ever brought this out into the open until after 10 times the original estimate had been spent.

Prosecutors Monday said two employees of SAIC, the contractor the city hired to oversee CityTime, secretly pocketed $14 million in kickbacks from Technodyne, a New Jersey-based subcontractor, by skimming $5 off every hourly charge the company submitted.

 

:blink: Did they have ANY controls on the project? $5 off every hourly charge isn't exactly nickels and pennies - that's basically twenty man-years they embezzeled. And no one noticed?
