DC Tom
Prosecutors Monday said two employees of SAIC, the contractor the city hired to oversee CityTime, secretly pocketed $14 million in kickbacks from Technodyne, a New Jersey-based subcontractor, by skimming $5 off every hourly charge the company submitted. Did they have ANY controls on the project? $5 off every hourly charge isn't exactly nickels and pennies - that's basically twenty man-years they embezzeled. And no one noticed?
