No mention of what went down in Wisconsin, use of phrases like "Hail Mary", and in one section, this: "Normally, a two-thirds vote of the Legislature is needed for the government to place a question on the ballot, and Republican lawyers say they will challenge any simple-majority measure in court" coupled with a reference to the republicans fighting a simply majority.
