Adam Brandt from National Football Post said on Twitter in reply to a question about teams trading draft picks: "If lockout, no signing or trading, but there will be a draft" That's the first time I've seen this years picks mentioned.

The draft without any trades would be a lot less interesting. Do you know if they can trade this years picks for next years picks?

Theoretically yes. After march 3 the owners could declare an impasse and implement whatever rules they want. I can't imagine they'd restrict such trades, but everything is in play. After declaring an impasse and implementing new contractual rules the teams could go ahead and start up the FA and off-season program. Of course the players will likely strike at that point....or sue.
