We would actually be flipping a coin with the Bengals for the #2 pick.

No we wouldn't. Coin flip comes after the conference and division records. Bengals would win\lose if our SOS is tied, meaning they would pick after the Bills in that case.

According to WGR's Joe Buscaglia, the Bills can finish no worse than the 4th overall pick in the 2011 NFL Draft. How can it improve?

 

The Bills can get the 3rd overall pick with a San Diego, Indianapolis and Houston win. The Bills will wind up in a tie for the 2nd overall pick with Cincinnati if they get a Denver, Indianapolis and Houston win.

Since the NFL uses that to break ties for the playoffs (seedings, who gets in, etc.), one would think they'd do that for the bottom teams, too.

No, it makes sense for playoffs because both teams want to win and neither one is going to tank to destroy their playoff seeding.

 

It makes sense to not include it in draft order because you don't want teams to try to out tank each other in week 15-17 if two bottom teams happen to play. It's good that any particular head to head matchup doesn't factor in.
