PDF's a proprietary standard, and Adobe's pretty strict with it, enough so that I've never been able to find a free editor or even an inexpensive one worth a damn. Supposedly it can be used as a PDF editor with an extension. The link to the extension's home page seems to be down. It may be due to the result of Oracle's takeover of Sun. But here is the cached version.
