I would think it would be a penalty. They guy was not set at the time the ball was snapped. Illegal backfield in motion or something to that effect.

I've seen this exact same trick play used before (I think, because we don't see what would've happened after the snap). I'm sure it's on U-Tube somewhere. There was no flag then. I think that the refs are just butt heads. It sounds like they told the coach not to run it before the game and he did anyway so they ejected him and the player who did it.

 

However, I would like to know what is illegal.

What's the point if it's illegal or not. It looks very dumb
