This is my take exactly. That coach of the team that scored is probably one of those !@#$ football dads who thinks his son (the QB) will be the next John Elway or something and winning the peewee football championship is the springboard to a highly successful football career. Why take the chance it could be one of these plays? Just tackle the guy with the ball, even if it seems like play is stopped....just to be sure.
