There have been what, exactly zero cases of this sort of thing actually happening? Yet, every year, we see the PSA's in newspapers and on TV regarding "Halloween sadism." Me thinks it was a "free political message" put out by the law enforcement establishment right before the vote. Voters vote to leaglize it, that would be stealing all the law enforcement's customers.
