I used to drive to a customer's site in my boxer briefs, then get dressed in my truck when I arrived. When I left, I would strip back down to my underwear and bake in 100+ degree, dead stopped thruway traffic. I'd get to another site, and get dressed again... etc. I think maybe this guy got pulled over for undressing while the car is in motion, which can be very dangerous if your arm gets stuck or something.
