Blackout rules apply to preseason but Toronto games have been televised anyway, as is this one. Next week's Bengals preseason game will be subject to local blackout.

I remember last year that the NFL considered the Toronto game sold out because Rogers Communications bought all the tickets from the Bills for resale. Hopefully the same situation still exists.
