I wouldn't think so, but the greed of the NFL seems to have no limits so it could. I just sent them email and asked.

The Senator Posted August 17, 2010 Posted August 17, 2010 Blackout rules apply to preseason but Toronto games have been televised anyway, as is this one. Next week's Bengals preseason game will be subject to local blackout.

Can anyone confirm? I remember last year that the NFL considered the Toronto game sold out because Rogers Communications bought all the tickets from the Bills for resale. Hopefully the same situation still exists.
