There is not going to be a revenue sharing bucket that the Bills will need to have a minimum payroll to qualify for. My expectations for this offseason are very low. I would imagine there will be big roster turnover and mostly very young players on the team. No high priced FA's. The only thing I could see is a move for Vick or McNabb and let them play out their 1yrs deal just to appease the fans somewhat. Other than that. Its the draft.
