If you use emotion, your argument fits, but that's the only way In addition to the previously stated "arbitrary power" ruling by SCOTUS in 1937, which this bill seems to totally violate, in spirit of uniform taxes that are to be applied to each state, the offended states can argue that such state residents don't need to contribute Federal tax dollars in an amount equal to the Medicaid reimbursements due to that state.
