It's a grounding penalty if you are inside the tackles. You seem to think that Fitz has all the time in the world back there. PTR only if you are more then 10 yards deep, the guy should know where he is on every play, if he drops back 8 yards he has got to know he has 10, and as soon as he saw Taylor had sniffed it out. again,simply throw it away and not lose the 12 yards for the sack. Tivo it, he was at the 41 1/2 and should have thrown it away when he first saw the play was covered, instead he danced back another 2 1/2 yards
