I'm guessing the fact that the clock was already stopped and he didn't want it started again with only 2 TO's left played a role in his decision. Not that it should have, but I bet it did and he'll mention it after the game.

The kick would have been from 6 yards back had they accepted the penalty and that is only if the Titans didn't gain a yard. I may be wrong, but I think Tennesse has converted the last 4 third and long situations.
