For offensive penalties, the defense gets to pick whether it will be for loss of yards or loss of down. It's 3rd and 7. Offense causes a penalty which normally would push them back 5 yards, making it 3rd and 12. But if you let the defense choose, then it could be 4th and 7 or 3rd and 12. Which would you choose, making them punt or try for a field goal on 4th down, or push them back to a long 3rd down?
