Granted, the guy goes to LSU, and is playing in one of the most competitive conferences in college football. But, and there is always a but, his 40 time is a little on the slow side which means he is not going to be a big time receiver in the pro's. If anything, he would be a role player like you were proposing which no team is going to burn a first day pick on.
Also keep in mind that i am assuming you are judging this gentleman based on his performance in a recent bowl game or something along those lines. Performances in bowl games do not always translate into being a high draft pick. Also, there is plenty of time in between now and the draft, including one obstacle that someone like Bowe will struggle with...THE COMBINE. He won't have stellar numbers there which will result in the fall of his stock.
Bowe has also only been playing football since his junior year in high school, which if he is an underclassman, would mean that he only had four years of football experience. Not quite sure it's enough to warrant a first day pick from any team.
