If true, this is surprising to me. I would have thought that they would keep someone that knows the playbook behind EJ, in the event that he is hurt early on in the season. Once Orton was up to speed, then I figured that Tuel would be shown the door. I'm guessing he has a decent shot as PS, though, right?

Seriously? You watch too many movies, my friend. The police are not trained to shoot in the arms or the legs - it is extremely difficult in dynamic situations, and it is a very poor tactic if your objective is shoot to stop the threat. Center mass is the primary target.
