This is a lie. Congress appropriates money. Congress appropriated money to FEMA for disaster relief. That money was not used for illegal immigrants. Donald Trump is lying to you.

I thought this might be the issue. I remember back when there was an earthquake that leveled the capital of Haiti. The US military took over the airport, set up a mobile air traffic control station and took over access to the airport. Several private individuals and charities complained about the US Air Force. One of the most vocal critics was Doctors Without Borders. The Air Force's issue was that planes were landing with insufficient fuel to take off again. The airport didn't have fuel so these plane would just take up space. Doctors Without Borders landed and wouldn't simply unload their airplane and fly it out. It just took up space. Good intentions clogged up the airport and slowed efforts down.
