President's words set the tone for the nation and the world, and as we've seen in the last 8 years, words alone have huge ramifications that have nothing to do with legislation or even executive orders. The only available option is to commit a personal foul, which carries a higher probability of injury. The offense wouldn't have the option to decline because the fouls would offset and the down replayed.

Let's say you have an aggressive, half crazed defender who fights through a hold and then totally levels the kicker. He knows the flags are already on the ground for the offense, and the game is over, sort of. But because the game can't end on a defensive foul, situational football requires him to commit a defensive foul. What better penalty to take than to take out the punter?
