To translate it for you, 4 states in the northeast account for 15% of confirmed cases, but 35% of confirmed deaths, and have a 3 times the death rate of the other 56 states. The reopening in many of the Sunbelt states in May followed a major drop in cases in the NE. In retrospect it was the absolutely correct move, because healthcare system knew much more about the virus and you did not see anything resembling the disaster that unfolded in NY.
