Keeping in mind that New Orleans' original pre-Katrina emergency plan specifically said "Hunker down and wait for federal help". So their new plan has at its core...the same basic premise? Insane. Assuming case 1 is the truth...the federal government screwed up and left NO hanging in the wind (literally). New Orleans' answer to that is: it's the state's and fed's responsibility to rescue us. Why...because maybe they'll get it right this time? So basically, no matter what you choose to believe about Katrina, the updated plan is to make the exact same mistakes they made before. Some people deserve to be killed by hurricanes...
