To me, Whaley's biggest problem has been his inability to plan strategically, both year to year and long-term: identify trends developing within the league, division, college game, and internal roster and develop a plan to allocate limited resources accordingly. You have to be able to anticipate where the game is going and where your roster is going and have a clear plan for anticipating needs and issues before they arise. Whaley is TERRIBLE at this. He can credibly evaluate players on other rosters (i.e., pro personnel scouting) but that's really about it.
