John, you're correct that nothing concrete has changed since you wrote the story you're citing. However, I think the Bills in Toronto group's recent actions (the survey, Lind's continued comments, etc.), combined with the Bills' non-denial about the possibility of re-opening the current deal and the county's seeming acquiescence, lead many Bills fans to theorize that those plans might already secretly be in motion.
In December, it was, "Oh, that's nice, he wants more games. He can get stuffed." Now, it's, "Hey, this might actually happen. To the barricades!" True, all a matter of perception ... but you're well aware that "fan" is short for "fanatic," and there's nothing like a good conspiracy theory.
