In 1996, Intelsat 708 (conveniently) exploded seconds after liftoff of it's Chinese Long March 3B failed.
If this is the launch that I'm thinking of, it contained critical guidance technology as well as satellite communication tech.
With the crash, (of course) nothing could be determined if those components were ever actually on that rocket.
