    In 1996, Intelsat 708 (conveniently) exploded seconds after liftoff of it's Chinese Long March 3B failed. If this is the launch that I'm thinking of, it contained critical guidance technology as well as satellite communication tech.     Not sure that is true. The District was created to be a square ten miles on each side from land donated byMaryland and Virginia. Looking at a map of said same reveals that Virginia reneged on their commitment. It should include Alexandria, Arlington, and perhaps some of Falls Church.
