    Doesn't matter what you do, the cap can always be manipulated. The cap thread will never reflect the true importance which is the cap doesn't really matter as much as others think. NFL teams are realizing that more and more every year. "The Bills are right up against the cap" really means "The Bills have plenty of cap space."
