I appreciate the explanation for the amount of the fines, but doesn't the NFL have the discretion to waive fines, if they deem that the flagged offense is not worthy of a fine?
Clearly, the NFL can impose fines on plays on which no penalty was called (e.g. the cheap shot by Volson on Hyde). Along those same lines, did the NFL deem Taylor-Britt's slide tackle on Kincaid to be a clean play?
