As far as I know, you are correct - I think the state/county have pretty much 'foot-the-bill' for any/all stadium improvements. Debt could be lots of things, but 14% would come to almost $130M - Ralph's Gulfstream, maybe?

I just voted 35 times. Strangely, at several points, the total # of votes went down by 20-30 votes. Clearly the result is somehow being manipulated, as - with less than 3000 total votes - 35 votes should have effected a 1% change. Either something is rotten in the state of Denmark, or 'Trenters' has eschewed surfing all the Dakota Fanning sites on his day off, to support his favorite coach.
