There is a significant difference in those cases, while yes someone died, but they were the people in the other car racing and it wasn't due to a collision with his car they couldn't make the turn and veered off the road. In this case both cars hit multiple vehicles by the look of it and that's not great.

Did Frasier call the defense, maybe but McDermott is the defensive minded HC who should see that and say Hell NO! Yes people accidentally commit penalties, yes refs are going to make mistakes, that happens with current rules and whenever you introduce a new rule, the idea that it should prohibit introducing one is ridiculous. The video showing the tackles of players going from up high and then swinging their weight down to pin the runners legs to the ground, like how is it not obvious how that causes injuries, the NFL taking a swing at eliminating this makes perfect sense, implementing it we'll see.
