He couldn't even say why he should be the nominee which was a part of that question, it was like he was running to be the Chairman of the Republican National Committee instead of President.

It feels kind of like a situation where sure it's not a big deal, but at the same time they can't let themselves be seen allowing it to happen. They're so closely tied to this conservative religious core in their party that's just like "Drugs are bad," so they can't be seen doing anything that can be vaguely seen as in favor of them.
