If we JUST took numbers to maintain data collection instruments it would be in the thousands...getting to instruments, tracking, recording and understanding, applying etc...I don't want to fight about NOAA...I just want to express that NOAA is important and has been important in not only my life but also my career. I want to know absolutely as much as possible about the world around me.

Got it...do what I told you to do initially and Google how much coastline the US has including AK, HI, Guam, PR etc...then, look at the buoy data JUST for that. Then, extend that coastline out at least 100 mi and in some cases much more. Then, add support for all those buoys (by support I mean actual ships with crews and air crews and support). Then, think about that's just water, waves and storms in oceans and lakes and boat and planes. Now, think about land. Yeah, maybe 1000 people can help you think about WTF that entails.
