Let's first begin with some context. Navigator is a progressive surveying organization. It's by progressive, for progressives. It's results is an internal, progressive, measure. I didn't read the previous pages so pardon me repeating anything. Simply put, IMO we didn't have any kind of serious threat in the slot last year. We tried to make up with with deeper routes, more slant and quick outs from the RBs, heck we even tried to run the ball more (which I think was part of the plan from the beginning). Absolutely no threat in the slot and DCs took advantage. Why else would we bring Beas and Brown back mid season?

You really need to consider that there is another party involved in every one of these decisions. All laws are written to protect one party from another party; not to just be mean to one party. There is a balance and every law attempts to strike that balance. Think about the other human being.
