They are trying to officiate the game the same way they always have. Issue is, players these days are bigger, faster and more action happens in a split second.
First off, they should have better rules. Rules that don't rely on "judgement calls". Stop changing rules every off season and then pushing the new ones as "most important" and often least understood.
There should be at MINIMUM 3 more zebras on the field. Reassign responsibilities of each guy on the field. This would help make up for the added speed of the game as opposed to how it was 30 years ago.
