Just chiming in on this. I'm a Master level vocational counselor. The more programs we offer and doors we open, we see the same outcomes. It's people getting in their OWN WAY, and blaming the "system" for keeping them down. There are roses that grow through the concrete, but the culture surrounding the poor (not just the black community) breeds discord, distrust, and there are too many barriers for most to overcome.
