Bishop isn't there yet. Plus, he's better at strong safety than free. Moore needs to get some time with Josh throwing the ball. And we know Samuel won't make a full season. But I think Shavers makes the roster this year. So maybe Samuel to IR. Gore gets to the PS I hope.

Shavers is being seen as an outside guy, he may backup Palmer, and send Samuel or Moore to the PS.
