The ref crew doesn't make the call. nFL officiating head quarters makes the call. Also, it's where the first body part hits on a dive, not specifically where he starts the dive.

Here it is. The guy gets there in like 2 seconds. I don't know if you can really blame Stroud for that one. The play call shouldn't have been a seven-step drop out of shotgun.

This is the kind of dishit play calling that gets teams in trouble.
