It is my understanding that a team can offer a player a deal and then we decide if we want to call him up (I believe we have to match but not sure on that) and if we do want to he comes to us. We would have to make room on the 53 for him though This sticks in my head as I remember we did something when we got Chandler from the cowboys. We knew they liked him and another te so we put in a claim for the one we didn’t want and they called him up so then we claimed chandler. This is at least how it was spun
