This was a counter terrorism tactic, Terrorists do not wear uniforms, there is a reason for that, they count on collateral damage to gain sympathy, just look at this board. There is a bigger picture here to prevent further collateral damage you have to have intelligence of known terrorists but if they are hiding as regular people that’s difficult, this operation not only gave positive IDs because of the outdated technology, it put those terrorists out of commission for awhile or for good, and it now presents a communication problem, the terrorists didn’t want to use phones so they down graded to beepers and now they have to downgrade yet again which causes coordinating problems.
