I didn't know that Deion's son was a player, let alone a top prospect - just not a college fan and haven't been following the draft this year. But I've watched a lot of football in my time... just watched Sanders' highlights. I would say he has IT. Goes through his progressions, scans the whole field, starts scrambling at the exact right time, keeps his head up downfield, scrambles pretty well when needed, places the ball accurately all over the field. Can't ask for much more than that. His windup is a tad slow but that's my only criticism.
