Hydrants were not meant to fight that many fires at one time on that many houses. That comes from a city engineers, not politicians. They said they were not surprised they ran dry. Obviously the engineers who designed that system didn't envision 4 different fires going at the Sammy time burning down multiple city blocks with thousands of people running garden hoses with lord knows how many being tapped at the same time because the had no air support to fight these fires in hurricane forces winds.
