Couldn't you say the exact same thing about the US? 0.18% of the county's population has a confirmed case. Clearly that's not the case in NYC though. Does that fall on Trump? Or does that fall on Cuomo? Or does that fall on DiBlasio? It certainly seems like more of a local failure, although NYC has the perfect blend of population density, tourism, and reliance on public transportation to be incredibly vulnerable to a viral outbreak.
