Because he is? Stopping war to end mass killing and mass dying is a good reason, so why isn't good enough to stop all the other instances of mass killing and mass dying? Probably because he believes some degree of Russian appeasement will scare Europe into rearming, and provide a foundation for splitting Russia away from China.
