As someone who grew up in area with my grandmother living on California Road and me in Steelton neighborhood off 20A this is no wasteland. Most of the higher end hotels are where you expect - near interstate. The only way the area will grow will be either ECC South which has been having issues, the state or the Pegulas decide to work with local governments and school systems but none of that are going to get hotels and bars which will be filled enough to sustain businesses. Businesses in area are scaled for people who live and work in area year round.
