You misunderstood (because I wasn't clear) -- the only one that applies to Virginia in this case is 1. The other two were examples of other times when it's inappropriate (see: The Patriot Act, the expansion of the Surveillance State, and the Obama 702 abuse scandal wherein they spied on Congress, the media, and other entities for political purposes).

This is the single most profound thing to come out of the past 4 years (even though I acknowledge it's long been a problem, and one many understood to be a problem even before 2016). Many millions agree with your stance, who before 2016, never would have even debated the point, let alone come to this conclusion. Losing control of the narrative, and thus their ability to control us as a population, is their biggest fear. And it's happened almost overnight (from a historical perspective). That's both empowering, and dangerous going forward.
