I think you are right on. And when it appears the Bills won't get one of the top QB's people will point out that 2019 might be a better year. No, I think he decided to fill needs and used the Bills board as a guide. It's also possible that the next GM for the Bills was also providing him draft analysis.

You are mixing and matching. The Bills board was already close to set up by January 2017. Bills should have brought in a real GM to run the draft.
