The reduction in inspectors was achieved because the new rule had them assign more inspectors to cull unhealthy animals before slaughter. Hint: The whole animal or cacass after slaughter is NOT where pathogen surveillance is most effective. Read up on biofilms and environmental surface swab monitoring. SCIENCE!
