I think you should go over and demand one night's worth of mortgage payments....oops, wrong thread. How often will this guy turn 40 this year? Is this a new neighbor? If not, has this been a habitual problem? It does suck, 11:00 is the edge of reasonable, but I wouldn't make anything of it now. Who knows how long this guy will be your neighbor, and how he will react to being antagonized.... If you want to, though, find out what the noise ordinance is, add a buffer beyond that (to show you're being fair and neighborly) and say "the next time you're past that time, I will try calling you once. I get no answer, I'll have to call the police."

He's not taking them to court, he's not threatening them with anything, he's just documenting an unsatisfactory situation that ruder customers were compensated for. He wasn't even told that the hotel was full when he offered to switch rooms, just an excuse/guarantee that the party would end soon (is that something that security would have been able to handle for him?). Are you saying that the Marriott customer service philosophy of "Do whatever it takes to take care of the customer" only applies if you call security when the noise bothers you and/or you B word up a storm?
